Atlantic Test Labs is a Maryland-owned ISO 9001-registered and ISO 17025-accredited testing laboratory that will establish itself as the industry leader for the Maryland medicinal cannabis market ensuring that medicinal cannabis products meet state-mandated requirements for potency, purity, and safety. We will leverage our decades of experience providing technical services, products, and guidance to the pharmaceutical and biotechnology industries to deliver robust and validated results to the medicinal cannabis industry in Maryland.

Brian Flynn


Brian earned his bachelor of science in mechanical engineering from the State University of New York Maritime College.

He holds his certification in biological safety cabinet certification (NSF-49), testing HEPA filters in cleanrooms, ASHRAE 110 testing (chemical fume hoods), cleanroom certification, design and commissioning. He acquired contamination control experience during an extensive career overhauling, refueling, and designing U.S. Naval nuclear submarines. Brian founded Atlantic Technical Systems, Inc. in 1999 and has since provided technical services, products, and guidance to the pharmaceutical, biotech, semiconductor, and micro-electronic industries. His professionalism, commitment to excellence, customer service, and superior management strategies are ideal qualities to lead the team at Atlantic Test Labs.

Evan Parnell

Quality Assurance Manager

Evan earned his bachelor of science in chemistry from the United States Naval Academy.

After serving in the US Navy he joined Atlantic Technical Systems. He spearheaded the efforts to open and qualify our in-house microbiological laboratory, which directly supports the pharmaceutical industry. This laboratory is the only one of its type in the state of Maryland. Additionally, he is the subject matter expert for our ISO 9001-registered Quality Management System and our ISO 17025 Accreditation. Evan will continue to leverage technology to continually generate process efficiencies and improve customer service to the highest level of excellence.

Margaret Crouse


Margaret earned her bachelor of science in biology from Towson University in Towson, Maryland and her Post-Baccalaureate certificate in Microbiology for Medical Laboratory Science from George Washington University in Washington, D.C.

She has worked in the microbiology field in biodefense and pharmaceutical arenas. With almost a decade of experience in a Biosafety Level 3 (BSL-3) microbiology laboratory, her experience with contamination control and sterile technique extended well to the pharmaceutical industry. As the lead microbiologist for Atlantic Technical Systems, she was instrumental in growing the lab from primarily viable sample analysis to include pharmaceutical water testing and USP product testing. With her experience, commitment to science, and drive to provide quality results to clients, she will bring exceptional scientific results to the Maryland cannabis community.
